Traffic is expected to drive far into the development using roads on the surface - to gain access to parking garages at the center of the development

For a brand new development this looks like a missed opportunity. A standard development on such a site in Europe would seek to preserve as much park land as possible and place entries to underground parking at the periphery of the site. Freeing up more land on the surface for recreational use.

And reducing noise, risks of accidents with pedestrians etc.

It is clear that emergency services will still need emergency surface access - there are many known solutions to this avoiding the use of tarmac surfaces.
